Here's the deal, it looks cool, It is not very accurate, they never are. They change, raise and lower depending on how you are driving. One minute it may say you have about 300 miles left, the nest it may say you have 250 miles left. Most likely it was covered so that people wouldn't rely on them.
Could be that it was originally supposed to be an "option."
Could be that it came with the cluster, and it was a feature that they decided wasn't needed.
Any number of possibilities.
Here's a couple things to note if you do this. You should keep an eye on your needles. The tach on my got stuck on a plastic piece. Be careful how you cut, if you cut too high, you will expose the white of the cluster background, make sure you don't cut too deep, don't want to damage the led backing. Best idea is to remove the needles, then the face plate, measure and then cut. Don't make the mistakes I did.
Other than that, if you want it, cut it, but note, it will probably void the warranty on the gague cluster. If it breaks later, you just have to swallow the cost.

^^ and be sure to mark the bottom needle positions (turned down) before removing them,
i removed the face and put it upside down on a piece of cardboard, marked the cut out, you can tell how high to cut out by looking at the sticky glue (it has a notch on each side as if it was originaly supposed to be cut there) and used exacto knife with a metal straight edge as a guide, then i used a folded piece of superfine sand paper to round the corners and smooth any rough edges.
oh I see how this works, so this was under the black "covering", so are we sure its not in the 04's...im about to check it right now.
EDIT: Didnt take it apart but it looks like the little LCD only shows the odometer and trips
