I borrowed a snap on Solus scan tool that has the ckp relearn capability. However, that did not work because the car has to be able to start. I'm at a complete loss. It did say replace the PCM which I did and it it said to replace the PCM again. I got more money sunk into this car than I what I paid for it. On one I want to junk it but on the other I want to getting running, but I don't want to put another thousand into it. Otherwise I could've bought a newer used car.

Figured it out!!!! I took it to the dealership who had for a week. They told me it was the engine wiring harness. They wanted $2000 to replace it. I pulled one from the junkyard and replaced the CKP harness as the previous owner spliced one in from a Ford. It started right up.

After looking at the old harness, what failed?

It was the crank position sensor connector. The previous owner made a repair/replaced that connection; however he used thicker gauged wire. So the ECM/PCM was not receiving the proper signal to allow the car to start. Once I replaced that connector with the proper gauge wire she fired right up.
