      Service manual for the 2010 transmission says that 4th up-shift will not occur if the temperature of the transmission fluid is not above 59F/15C. (I think, it says "AFT" but I think they meant "ATF"). I would imagine there would be similar logic on the 04.

      Since it does shift when the temp gauge goes up, I'm inclined to think it's working as intended
