That was my first though also, but the OP said he replaced it, trying to fix this problem. So the old one, and the new both doing exactly the same thing? That would be quite a coincidence, but I guess it's not impossible.
Could be wrong temperature on both. But I think he should do what you said first and go to a mechanic and get a reading on those hose temps. Take one before the thermostat and one after and see if there is a difference.
