AFAIK Ecm looks for cam and crank signals to sequence fuel injection and spark. There should be a further description in alldata. RPM is fed directly to the cluster by ECM, IIRC, even during cranking after cluster displays self-test. So, the tach needle should deflect to 2-300 RPM during a 30 sec crank. Scan tool should show the same thing. If the gas pedal is held to the floor, the system prob goes to clear flood mode and does not pulse the injectors. Hopefully, I am not mistaken, as this is all from memory

Ok, missed the update post. Scanners will not power up, or scanners will not communicate? I don't like to condemn any controller until I have checked and double checked powers, grounds, and data lines at both the data link connector and the controller(s) in question.
is ECM failure possible- yes. If it were mine, I would would want to be extra sure due to the cost and risk involved.
Does the ECU have Power? Did you check its fuse(s)?

has power at fuse but im not sure where to check on module itself,fuses good,tried 2 new data scan and both say will not link,anythings possible but i cant understand how a belt failure caused these electrical problems unless i pulled something loose in a harness
may sound stupid but all the clips are completely conected tight onto each injector right as i know they are a b**** to get off and on 100% sure there are no other clips been left off anywhere?
nothing sounds stupid about that,havent been able to connect scan tool yet,says wont link and have tried 2 different ones,It seems like ECM just wont communicate,tach wont move while cranking and gauges dont move either still pecking away at it,all ideas and input welcome
