2007 Chevy Aveo gauges dont work and key is stuck in ignition

So my dads Aveo has had this problem ever since he got it. The gauges dont work, but the dash lights do turn on. His brake lights dont turn on either. The key also gets stuck in the ignition because it wont turn all the way back unless the battery is disconnected, so i know its an electrical issue. Weve already replaced the BTSI solenoid and the brake switch but were still having the same issues. Ive been told it can also be the ignition relay but its no where in either fuse box. Anyone can point me in the right direction would be really appreciated
