2008 Aveo aircon not cooling

Hi all I got a 2008 aveo 1.6.the aircon is not cooling,had it checked.aircon pump is working and it has gas in.but not cooling.the fan that cools your normal radiator runs but I am told the fan must run on a second stage which is much faster to cool aircon radiator but it doesn't it just run on normal.if anyone can give other info on what else it can be and what to check it will be much appreciated.

Are you low on freon or shall I say refrigerant?
