Yes, in 04-05 there was a national movement afoot to rural areas from the city. Many rookie farmers and ranch owners took their Aveos with them and used them as an extra farm or ranch hand. Once they realized that the Aveo is not an ideal off-road work device the problem went away... Umm, I'm kidding. Unless there was a wheelwell cover change before the 2010's came out ( are '09's changed? ) the same problem probably exists if you live in an area where lots of bare dirt and wind go hand in hand.
In looking at the front bumper cover/air dam ( laughable description for the latter ) and the wheel well inserts, there's alot of room for improvement. The lack of an under engine belly pan doesn't help, looks like that area probably gets a fair amount of disturbed air flow roiling around underneath that then spills off on either side into the gaps in the wheel well covers and sucks dirt and debris into those convenient "storage bins".
