Camshaft Actuator Solenoid are good, but I got zero voltage on the connectors

Camshaft Actuator Solenoid are good, but I got zero voltage on the connectors, on either intake/exhaust, and more than 5 ohms on the control circuit of the harness connector and ground.
what could be the problem?
The manual says:

Step 6 Inspect the control circuit for an open/high resistance, BUT HOW DO I DO THAT ?
Step 7 Repair the ignition 1 voltage circuit for an open/high resistance, HOW DO I DO THAT ?
