Chevy aveo 1.6 not picking up rev's

The engine has been overhauled and now it idles like a baby but does not pick up rpm's or rev's. When you press the accelatator then it wants to die and sounds like a tractor. Some told me that it is the sump compression. Is this right and if so what is the solution

Check engine light? Any other issues? Are you able to drive the car, or does it just not rev up in neutral? Need more info!

Does not pick up rev's in neutral. Cannot drive the car. The piston bearings main and big end valves oil rings have been done. New leads and spark plugs new coild pack. Head has been skimed new cam belt. When they tried to start it the tps unit got oil in it. I don't know if that means any thing

which 1.6 do you have? and tps, so you are one of the few cable driven? african spec cars are hard for this forum to diagnose. but post some info on what you have. If the TPS has oil, it might be running on oil, what o2 sensors and emissions come on your car?
