the brake pads have a piece of metal build in that makes a grind/ screech noise to tell you its time to change the pads....if it does it for a while and then stops it means you broke the metal tab off and you really need to change.

Up on ramps won't show the entire picture. You need to take that wheel off and take a really close look at the parts. An intermittently hanging caliper could cause one side (pad) to wear much faster, maybe down to the backing plate and you might not see it without actually removing the caliper to see what's going on. Only one pad will have the warning tab.

From what you described, I would say your dust cover. Did it get bent from road debris? Also, lift that tire off the ground and try moving it left to right, up down and angle to angle to make sure you don't have bad bushings, wheel bearing or tie rod.
