It's an '04 Chevy Base w/ 5-speed manual.
first things first, check the the fuses and the relays leading up to the horn; since you already directly tested to horn and eliminated it as the problem, the next thing to check after the fuses and relays would be the Electrical Continuity of the horn switches (this can be done with a cheap DVOM, that has a Continuity Check Setting) and check the Horn switch while its still in the wheel; that way you check both the switches and the Clockspring at the same time.
