      Horn problem

I had a problem of horn. It doesnt make any noise.
I bought a new horn and replaced the old one. Doesnt work yet.
I tested a new horn using direct source and it works.
I checked 2 fuses and they look like good. (interior fusebox and under hood fusebox side of battery)
So I checked the voltage and I got the source, but only 3.5V

      What can I do?
Is it easier make a new switch with new circuit than fix a problem?
      Can someone help me please.

did you Check the Horn relay? the Horn Relay can go bad and cause your horn to stop working; the only other things i can think of that can cause the horn to stop working is the actual switches in the steering wheel, or the Clockspring (although if THAT had failed, your Airbag Readiness Light would fail to shut off after you start the car)

      Thank you for the advises.
I dont know exactly where is the horn relay...
Is it near of the interior fusebox? I searched on google but I didnt get it.
Switch is fonctional because I hear the click and there is circuit(Only 3.5V).
Airbag light is not on when I start.

I just re-checked the voltage and I had 12.5V from steering to horn.
I plugged a horn to battery directory and it worked.
But when I plug a horn to output and I push a horn button of steering, it doesnt work...

it's down bye the left kick panel. it's a ground or power if the relay works then bye pass the plug with test lead or wire one side at a time,+ power side to plug to horn - ground side plug to the horn to body or the - side of the BATT then then change it around. Mostly a broken wire or bad connection.

I think it was a bad connection and broken wire.
I cut the rusted part and plugged a new wire and now it works.
      Thank you
