I think it's a bad tire replacement job

Hi Guys,

Yesterday I went to goodyear to get my tire replaced. I changed for some uniroyal tiger paw touring, they look pretty nice, but a little bit expensive.

When I looked closer at the car, I saw that one of the bolt was not correctly installed.

It looks like they broke the nut cover. I can't access to the nut with the wrench since I can't grip it. Also, the bolt is not protruding beyond the nut, so it can become loose.

What do you guys think?
