Problem in the A/C

I own a (2011 Aveo ls 1500 Korean origin) there is a problem in the A/C
where it does not work unless the vehicle is traveling at either stop or walk fast are a few stops working Is there reason to know.
Knowing I have added a cooling fan forehand as the picture
