I ran the wires through an unused grommet in front of the center console and installed two LED switches, one blue for low speed and a red for high speed. Since it's wired to B+, I could accidentally leave them on and kill the battery.

The fan LOW circuit has a 20A fuse, and I was able to find a 20A switch, so I had no problems wiring that directly. The fan HI circuit is 30A, so I had to use a relay. My local auto parts store had a 30A SPST relay on their shelf, so I wired it up behind the ECM. It has it's own fuse and power feed from the circuit box.
The only thing I have left is to install the wire loom to protect it against chafing on some engine component under the hood.
I can now over-ride the ECM and switch either the fan LOW (still using the stock resistor but not the relay or the fuse) or HI (using neither the stock relay or fuse) on at any time. We'll see if the LEDs are enough for me to remember to shut them off when I stop the car. I can hear the fan on low in my driveway, but in a place with more noise it might get lost in the background.
