Random starting issues for about 1 year

For about a year my 2004 Aveo doesn't want to start consistently. Sometimes I need to hold the key for 10 sec before it starts, sometimes I need to keep trying to turn the key for 2 min until it starts. It always ends up starting but something definitely seems off.
So I finally started doing some tests on the battery today. Car off voltage is at 12.6v, car on and accessories off is at 14.5v, everything on (headlights, fan...) is at 14.0v.
Is it normal that the voltage drops to about 14v when a load is on?

Also, any other ideas on what I could be testing to fix my starting issues?
