Engine Surging after Start up/Related to AC?

Sometimes... maybe once or twice a week, the engine in my 2010 aveo5 will surge rpm up and down after starting. Turning the engine off and then back on usually fixes the issue, but give it a few days and it will start again. Here's the kicker, it only seems to happen when the AC is running? The hell? The check engine light is on, and according to the dealer the code is for the 02 sensors. Already replaced both and still getting the engine surge.

Engine doesn't surge at any other time. Other problems is sometimes the car will feel like its not kicking into gear after a stop. I'm hoping this is related to whatever is causing the engine surge and fixing one problem will fix both.

Any help or suggestions would be greatly appreciated.
