      fuel pump not priming

      Neice bought a 2005 aveo. I have power at fuel pump but pump will not prime when key is turned. I thought I was a bad pump so we bought a new fuel pump. plugged new pump in. not installed in tank just plugged in outside of tank and still new pump doesnt run when I turn the key. Her oil light is staying on also but car was running while oil was on. Any advice?
