I agree. Lube it up, and move the bits that are attached to springs. I personally like to use chain lube. It sprays on thin, but then evaporates and leaves grease behind. Everything else I've used on hood releases just doesn't last and they seize up again over time.
Try cleaning the latch with PB blaster and then lube it with white lithium grease.
