I don't know about a repair cap, but I would certainly inspect the rest of the body for structural damage before I spent any money on it. If the tower is that bad, the floor could be the same.

i would definitely check the rest of the car. its only $240 for the new part at cost. list is $365. probably double that in labor to make it a finished repair. If that is an isolated rust spot probably worth the repair cost. IF the rest of the car is beat, I would probably not bother unless you can diy.

well the passenger side wheel rides on the side of road where all the salt lays. Probably fully coats the wheel well and pelts it pretty good all winter.

If it was me, I would fix it. But it would only cost me about $300 because I could do it all myself. I can't say what it would cost you.

You could do a patch job would a 1" lap with stitch welds and plug welds, using a strut tower section from a yard. But you would need to know how to weld and measure the position.

the spot welds are on the seams, its one of those "if i need to show you what the spot welds are, your not gonna be able to do it" things. I would inspect it closely. the seams are all there, you need to pull the fender and possibly rain tray along with the mechanics in the way. when you buy the part new it looks like you get the whole apron from the rad support to the fire wall, top edge of fender to the outer rail.
