2010 Chev Aveo 1.6 LS engine whine problem.

My name is Shaun and I am from Cape Town, South Africa. I'm posting a query on behalf of my girlfriend.

A bit of background to the problem...

The engine has always had a whining sound for a few years now. It has never really been a problem. A few months ago the cam belt snapped and it bent valves. The head was reconditioned and new, valves, belts, tentioner and water pump were replaced. It goes well but the only problem is the whining noise from the engine. It almost sounds like it has a supercharger. Can it be the hydraulic steering pump, AC pump or alternator? I'm hoping anyone might know what it could be. I have attached a video.
