Thanks for posting your update Eltunas, although I would invest in a better tester.
There is no such thing as a 'half,-blown' fuse , it is either good or bad,.
Any fuse testing is best done with the fuse removed and checked with an ohm-meter and should read 0 or a few meg-ohms to infinity if bad.
