      My trick for this: BEFORE the old belt comes off, line up all the marks and find a pin that you can slide into the teeth between the cam sprockets. Doesn't have to be tight, just has to jam the cams. I think I used to use a 3/8" ratchet extension, it had the extra advantage of being too long to forget it in there when I was done.

Size:  267.0 KBi got my tool from amazon BETOOLL HW8014 CAM LOCKING TOOL it fit my '09 ecotec 1.6L LXV has sprocket locks, rear gear lock, crank/flywheel lock. other pcs pin for locking tensioner pulley ,worked very well for my application made for few diff engines.amazon also has belt kits, the GATES KIT has belt, tensioner pulley, new bolts, water pump, not free, but reasonable ..3 & 9 cams 6:00 crank, cams offset like half tooth from each other, good luck if you aint already finished, oh you made newsletter why i'm replyingName:  20201226_000746.jpg

Size:  291.4 KBlooking closely at cam locks notice how teeth on both cams are misaligned by half tooth , when timing gear marks are aligned correctly this is how gears will look and lock will slide right in.

      Yes, maybe a little bit till a cam lobe finds a happy spot. Then it’ll be hard, but not impossible to rotate.
