If you are willing the spend the time, you should send it up the chain to corporate and maybe even your state's consumer protection agency. I think dishonest shops/employees deserve the microscope treatment. If you decide to do this get some proof first.

Get a written estimate and pictures from PepBoys about the supposed "problem", then go to another reputable shop with your vehicle and ask them for their opinion, in writing, before submitting anything to anyone.
