Keeps throwing P0134 for oxygen sensor codes

I keep throwing p0134, p2297, p0133. All related to the oxygen sensors. I've replaced them both. And every time I clear the light they keep coming back on. I'm at my wits end here. Any ideas on where to look?

Did you verify that the fused wire has power, and the wires running to the ECM have continuity?

Replacing sensors when the CAT could be bad does not help. Did you check your CAT and make sure there is good airflow and that the catalyst is not damaged?

      1) Check the wiring (good suggestion AVGUY)
      2) Check the Catalytic convertor

wiring appears to be ok. Not sure how to go about testing the cat.

I was told to cover your hand with a rag and hold it against the tail pipe to feel how much pressure you have pushing against it, test with a known good one to get the feel for it.

I would remove the CAT from the output header and make sure it looks good.
This is a picture of a undamaged one.
