So what's the best way to get more performance out of a stock 1.6 L Aveo engine, with out spending a fortune ? (not using a piggy back chip of course).

Headers plus full exhaust, cams, lightweight flywheels, cold air intakes, lightweight pulleys...
Then if you wanna spend more theres forced induction, nitrous..
There are tons of stuff you can do to add power, and there are much better upgrades that are better "bang for your buck" then simply putting a chip on a 100% stock motor.
Start with the basics, leave the tuning for the end. You can do full exhaust and intake without even touching the tuning and it will give you more power and cost less money.

So... cams? Is this something I can look into doing even if planning to go turbo? Everything else is done/getting done...
you can run cams with a turbo, well you need cams to have the engine run.. but racing long duration high lift cams can be run with a turbo too...
cams determine how much air and fuel will get into the cylinder, so essentially cams even when turboed, will allow more air in.. but you need to have the management and everything to get the fuel to match up to all the extra air the cams and/or turbo allow. so it is still tuning necessary.
basic answer though, is cams and boost are not needed together in most basic installs. the effect of the cams will be the same as turning up the boost. So you need to build them to suit each other, and have a ignition and fuel system designed for that much air. if that makes sense.
Yeah, that all makes perfect sense! I'm learning more about each part I plan to put in (Thanks! ; ) From this, I gather cams would be something to upgrade after a turbo is setup? What Daox said about staying away from AFC controllers, due to ignition timing and other issues... would a standalone ECU tuner be able to regulate the ignition and fuel system issues you speak of? Or are you talking about mechanical upgrades? For the Aveo, specifically...
pardon my ignorance - but when someone says "do full exhaust for more power" exactly what does that mean??
it means replace your exhaust front to back with a better flowing system.
Who has an actual header for sale for our car? I have one of the two resonators removed and exhaust done from where the resonator was removed, and have noticed a huge difference in flow. But, a header would be an even greater improvement
Is there any chip that actually works for improving economy? Or is it best just to stay away from chips altogether?
