Scanner says timing is retarded

The scanner says my timing is -5. I'm told it should be +5 to +7how can I change this? Is there a certain way I can check to make sure the cams and cam pulleys are set right? I bought the special tool. Where can I find the numbers of there the cam lobes should be to a certain degree of the crank? Not putting up any codes.

If you used the tool, the cams are good to go. If you had the mark set on the crank, you’re good to go. If you’re head was cut too far and didn’t shim it, you’re not good to go, and that actually will explain a 10 degree swing in your timing unless you addressed it with an oversized smooth timing belt idler pulley.

Or did you rekey the crank pulley?

I actually put a sleeve on the pulley and it brought all the marks back perfectly. I did find since this post about the pulley seliniod. I'm wondering if I didn't get an aluminum chip in it or something and it's not adjusting the timing. that's my next move.
