Seeing as how you're new here I'm going to take it easy on you...
- DO NOT BUY THAT THING! THAT IS A TOTAL SCAM, RIP OFF, FAKE USELESS METAL TUBE -
The claim is that the air that gets by that thing gets "vortexed" or spinned, so the air that goes through the pipe sticks to the pipe walls less so more air gets in. But it doesn't work like that, it actually provides more resistance so it actually makes your engine perform worse.
It has absolutely no effect on performance, the air that goes into your engine doesn't need to be "vortexed" or twisted or whatever because the engine sucks in the air, so it's just going to suck in the air in the same amount vortexed or not.
They claim the air gets in the piping better because it's spinning so it doesn't stick to the walls or whatever, but really, it's still air, it'll get caught on the walls no matter what you do...
Bottom line is stay away from it, save your money.
Considering you asked this I can probably assume that you are either thinking of or have already gotten a cheap "aftermarket" air filter, it DOESN'T filter good enough, like the smallest particles, they just get inside.
DO NOT GET ANYTHING THAT HASN'T BEEN PROVEN TO WORK EFFECTIVELY AND SAFELY.

I actually bought the real "Tornado" from AutoZone for the Aveo to test the theory out. If it does something it's not enough to feel on the Aveo at least
There is this guy that tested this on a Dyno and long trips with a huge pickup truck and it did SWEET F*CK ALL! I forget where on the web but he wrote a huge thing on it.
