That is the main 100 AMP Fuse for the cars entire electrical system, and yes I'm pretty sure it can be replaced.

However, if you blow that fuse there's a fatal problem with your car. I guess it's also a potential emergency disconnect in the event of a short to prevent a fire if need be.
