where is that? it looks like a runner selector? but...

The part is located on top of the engine toward the firewall. I can take another picture tonight, zooming out, to give better perspective.

Yeah, thats the vacuum actuator for the secondary intake runners. It shouldn't cause problems, but it will reduce high rpm power.
Called my dealer parts dept. He said the part is listed as vgis valve solenoid. I have no clue what that is or what it does. Anyway, the new hose is $4.72.
vgis is "variable geometry intake system" which is fancy talk for runner selector.
basically your engine has two intake ports running to each cylinder, a long one and a short one, that piece chooses which one to use for maximum performance..
The part itself doesn't appear to be broken, just rusty. Get yourself a new rubber hose and you should be fine.
I bet autozone has a fine selection of vacuum line connectors to choose from. Same thing is broken on the aveo I am working on
Thanks for posting this. Noticed I have been low on power in the RX car and sure enough the boot was cracked just like in the picture. It's amazing how taught they made this line, considering how much the engine twists in the bay. It's amazing it lasts as long as it does.
