If your car uses the 9003 or H4 bulbs, Hella makes some bulbs that are a true 130 watts high/90 watts low. They are the more natural color though w/o any color coatings. They don't last but a few months but they are great while they last and are cheap on Amazon. They also make a 100 watt high/55 watt low bulb which is what I use and they last much longer. I think the last time I bought them they were about $10 each on Amazon. Other than that I'd suggest the Safetylite bulbs available @ NAPA or the Silverstars.
If you do go with a higher wattage bulb, I suggest changing out the bulb sockets/pigtails with ceramic ones so as to handle the extra heat from the bulbs.
As far as the wiring harness goes, most automotive manufacturers use 18awg or 16awg wire size or larger. 18awg is the smaller of the bunch and is rated at 14amps in a cable which is what you would go by for a wiring harness. That being said, a normal wattage headlight bulb of 65 watt high will pull 5.4amps @12 volts or 4.5amps @14.4 volts which is what the voltage is for most cars at run. A 130 watt high bulb will pull 10.8amps @12 volts or 9amps @14.4 volts which is still below the 14amp rating.
Hella also makes bulbs in the blue variety but the higher the kelvin color rating the less lumens/candlepower output from the bulb assuming all else is equal.
