12-13v when not running ( the car) and 13.5-14.5 when running. Also check the ohms at the subs. Is your setup 4ohms or 2?

So if i am getting any less than 12-13 not running and 13.5-14.5 while running it is the fuse or power wire?

Put the meter at the sub inputs and push one of the subs in with your hand. It should never read 0. If so, it is ablown sub causing protect mode. A 4/8 ohm setup is more obvious if a sub is blown because it will still power it, just sound like ass

I am not too concerned about the subs though i know they work fine, I have disconected them for now until i can get power to my amp, I need to find the reason the amp is not turning on.

So I got my multimeter and i am getting power at the battery and both ends of the fuse but when i check the battery and ground on the amp there is no power. Does this mean the battery wire has gone bad somewhere?

Either that or the ground is loose. Did you sand the paint off your ground point?

Yeah I originally sanded down the area for my ground when I installed my system, I checked the connection of the ground and 're sanded the area as well and still no power. So I'm thinking the power wire has gone bad.
