Yeah, that's a better way so that say you want them bright all you have to do is turn the dial or if they are too bright turn it down a notch.
Don't seem to work in my 2009 aveo5 from Canada. Took it out tonight only bulbs removable are the turn signals and low fuel light. Ill upload a pic later. There are no other bulbs anywhere.

as mentioned there are only 3 bulbs here
one for each turn signal and one in the middle for low fuel guage

What are those 4 white plastic parts?
I likely doubt you would have to pop off the needles to get at them.

That's what I thought, on my '07 there was big nobs like that and you just twist them off and there are the bulbs. Honestly there's no need to take the needles off, they wouldn't make it that hard to change a bulb.
