      Yes, RMS, or Root Mean Squared is roughly 0.7 times peak. A sine wave can be expressed in peak to peak (peak positive to peak negative), or peak (half of peak to peak, or just positive peak), or RMS, which is 0.707 times peak. As you can see manufacturers can advertise any one of these as their max watts, but always compare RMS, which are closer to real world, even though you will usually not achieve these either due to impedence, reactance, and other factors, but it is a good way to compare apples to apples.
