i think that is how ours work too, or at least similar. lights can be in the on position at all times and shut off with radio when you open the door, and come on when you turn the key to on, run, and start. havent tried the switch to turn the on without the car.

      still the same...

when the light is on, tried to ignition off and the light turns to parking light. i opened the door, the warning chime turns on. then when close the door and turn the alarm on, the parking light was still on...
and if i turn off the light and then turn on, only the parking lights turns on...

      any other suggestions?

you have a warning chime for the lights? my lights just shut off.

what exactly are you trying to do? make the headlights come on without starting the car? the headlights shut off while in oark or if the ebrake is up, same as yours?

My guess would be that you'd have to go into the wiring and modify it to tie the parking lights to the ignition switch in the same manner that the headlights are...I have owned several Subaru models, and all of them newer than 1982 did exactly that.

thank you for this delayed answer, but i want to avoid this wiring. i did it to my old Corsa (wiring the lights to the ignition) and it worked. but here in a new vehicle, i thought that there is a better option. probably i should go to Chevrolet main garage, and they plug it into a computer and fix it... (though it probably costs a lot).
