ABS problem: ABS operates even when there is no lock up threat

I have an Aveo with brake problems. When the ABS warning light is off and the car is travelling the shudder of the abs can be felt when the brakes are not operated. When the light is off and the brakes are applied the ABS operates and the brakes hardly work because of the ABS operating. When the ABS light is on there is no problem. Is there any way of disabling the ABS?. If the sensors are disconnected will the brakes then revert to non ABS?
