While I can't say for certain (I've never driven an auto aveo), you should be fine in second up till around 50-60mph... which if you're stopping constantly shouldn't be an issue.
Definitely get those brakes fixed, though. New rotors and pads.
Horsepower is how fast you hit the wall. Torque is how far the wall moves after you hit it.
got my new rotors and pads from xtreme the other day, had them installed and must say that the difference is amazing. def. get the R1 rotors and semi-metallics, u will not be disappointed.
You can not commit crimes in a Aveo. Its just not fast enough.
I am going to put in some words because i would do brake jobs on a mail car every 3k miles for pads and 6k for both.
Now I would HIGHLY recommend using a full ceramic pad and with r1 concept rotors and not change your driving habit for an accurate comparison of how much longer they last compared to your normal routine service.
I think you would be happy.

how hard are rotors and pads to change out on this car? I was thinking about switching the front to a better performance rotor and pad
1.5-2hrs if you know what your doing.
