Grinding noise when turning at low speeds

For the past week or so I've noticed the there's a grinding noise that happens when all these things happen

-lows speeds
-when turning sharply
-brakes are not applied

or

-when the car is going sharply down hill
-at low speeds
-with the brakes applied

I put the front on blocks and turned the wheel sharply and turned the tires by hand. The noise didn't happen.

The brake pads are in good condition and have plenty of pad left.

It didn't seem to have any suspension issues and the wheels don't have any movement that indicated wheel bearings issues when I wiggled them.

Anyone else have this problem?

My money is still on wheel bearings.
