I have a combination switch for my cruise control sticking out under the light/turn signal switch. I cant seem to figure out how to open it up. I see the 3 screws on the back side. There is a small collar close to the steering wheel cover that seems to be holding the two halves together.

Do I need to take the lower cover of the steering wheel off to finish taking it off?

Is there a special way of moving that collar back, I think it may be hiding a hinge or another screw perhaps.
