how do I replace power steering belt on 2009 aveo5?

I replaced water pump and now trying to install the belt. The power steering belts seems to be to short. Both water pump and steering pump seem to have no adjustment. should the power steering pump be loosened? One power steering bolt is really hard to get at.

This seems to be coming from a service manual. Which one you did you get?
